WASHINGTON (April 10, 2025) — Today, the Council for Innovation Promotion (C4IP) applauded the reintroduction of the bipartisan NO FAKES Act, which would protect individuals from the unauthorized, AI-generated use of their voice, image, and likeness.
Originally introduced in 2024, the Nurture Originals, Foster Art, and Keep Entertainment Safe (NO FAKES) Act, sponsored by Senators Thom Tillis (R-NC), Chris Coons (D-DE), Marsha Blackburn (R-TN), and Amy Klobuchar (D-MN) as well as Representatives Maria Salazar (R-FL) and Madeleine Dean (D-PA), would establish a federal right to control digital replicas — ensuring creators and individuals are protected from exploitation and fairly compensated for their work.
“We commend Senators Tillis, Coons, Blackburn, and Klobuchar and Representatives Salazar and Dean for their leadership in reintroducing the NO FAKES Act and reaffirming their commitment to protecting the rights of creators in the digital age,” said Frank Cullen, Executive Director of C4IP. “AI presents tremendous opportunities for innovation, but it must not come at the expense of individual rights or creative livelihoods.”
As AI continues to evolve, the threat of deepfakes and unauthorized digital replicas is growing. Without strong legal safeguards, creators risk losing control over their intellectual property.
“The NO FAKES Act represents a thoughtful and necessary response to the risks posed by emerging AI technologies,” said Andrei Iancu and David Kappos, board co-chairs of C4IP and former Under Secretaries of Commerce for Intellectual Property and USPTO Directors. “By establishing clear federal protections against unauthorized digital impersonation, this legislation helps preserve the trust and integrity that are essential to both the creative economy and the broader innovation ecosystem.”
