Council for Innovation Promotion Announces New Chief Operations Officer: John Cabeca

WASHINGTON (March 17, 2025) — Today, the Council for Innovation Promotion (C4IP) welcomed John Cabeca, a former senior leader at the U.S. Patent and Trademark Office, as its new Chief Operations Officer.

“C4IP is thrilled to add such a seasoned expert to our team,” said Frank Cullen, executive director of C4IP.

“I am deeply honored to join C4IP and thrilled to take on this new role in furthering C4IP’s mission,” said Cabeca. “Their priorities align perfectly with the over three decades I’ve spent supporting and advocating for robust IP protections globally. I’m eager to get started contributing to their mission and advancing policies to strengthen IP rights and the broader innovation ecosystem.”

With over thirty years of experience at the U.S. Patent and Trademark Office (USPTO), Cabeca most recently served as the U.S. intellectual property (IP) counselor for South Asia. Before that, he held key IP leadership roles at USPTO, including regional director of the Silicon Valley USPTO in San Jose, California, and chief of staff to C4IP board co-chair David Kappos during Kappos’ tenure as Under Secretary of Commerce for Intellectual Property and Director of the USPTO.

“While serving as my chief of staff at the USPTO, I witnessed John’s deep knowledge of the U.S. intellectual property system,” said David Kappos, board co-chair of C4IP and former Under Secretary of Commerce for Intellectual Property and USPTO Director under President Obama. “His unwavering commitment to strengthening IP protections will be a tremendous asset to C4IP.”

“John’s extensive experience, both domestically and internationally, brings a valuable global perspective to C4IP’s mission to promote a strong IP system,” said Andrei Iancu, board co-chair of C4IP and former Under Secretary of Commerce for Intellectual Property and USPTO Director under President Trump. “We are thrilled to welcome him to our team.”
