2026 Interactive Scorecard​

C4IP launched the Congressional Innovation Scorecard in 2024 to assess and rate Congressional support for America’s IP system. The Scorecard measures Congress and its members in three dimensions: political, legislative, and policy activity. It weighs congressional activity across four congresses: The 119th (current), 118th, 117th, and 116th. You can learn more about the Scorecard methodology here.

Correction Notice (May 19, 2026): The original version of this report inadvertently omitted six IP-related bills from the initial analysis due to a data processing issue. This omission has been resolved and, as a result, Senator Richard Blumenthal and Representative Gregory Murphy’s grades have been updated to ‘C-’ and ‘B,’ respectively. All related data, calculations, and references throughout the report have been revised to reflect these updates.
