Council for Innovation Promotion Statement on RALIA and the BIA

WASHINGTON (November 10, 2025) — Recently, Representatives Thomas Massie (R-KY), Marcy Kaptur (D-OH), Michael Cloud (R-TX), Warren Davidson (R-OH), Paul Gosar (R-AZ), and Chip Roy (R-TX) introduced the Restoring America’s Leadership in Innovation Act of 2025. Representatives Massie, Kaptur, Richard McCormick (R-GA), and Donald Davis (D-NC) also introduced the Balancing Incentives Act of 2025.

Frank Cullen, executive director of the Council for Innovation Promotion, released the following statement applauding the two bills’ introduction:

“C4IP thanks Representatives Massie, Kaptur, Cloud, Davidson, Gosar, Roy, McCormick, and Davis for recognizing the need for Congress to reestablish the certainty and strength of the U.S. patent system after years of weakening from the courts, compounded by abuses of the post-grant review processes created by Congress in 2012 — which has led to the serious corrosion of this bedrock framework for supporting American inventors, small businesses, and American competitiveness.

“Other strong, bipartisan bills, such as the Patent Eligibility Restoration Act (PERA), the Promoting and Respecting Economically Vital American Innovation Leadership (PREVAIL) Act, and the Realizing Engineering, Science, and Technology Opportunities by Restoring Exclusive (RESTORE) Patent Rights Act, show that many members of Congress appreciate the urgent need to reassess and recalibrate the U.S. patent system in light of the many indications that it is failing to protect and promote the type of disruptive innovation and risk-taking that is critical to driving our economy forward and ensuring American competitiveness.”
