WASHINGTON (August 4, 2025) — Today, the Council for Innovation Promotion (C4IP) applauds the European Commission’s decision to decisively withdraw its proposed regulations on standard essential patents (SEPs). The proposal risked undermining innovation in Europe, the United States, and elsewhere, as well as the current system of industry-led negotiations based on fair, reasonable, and nondiscriminatory (FRAND) terms.
Frank Cullen, executive director of C4IP, issued the following statement:
“C4IP applauds the European Commission for officially withdrawing its proposal. This decision represents a decisive victory for Europe and the United States’ innovation ecosystems, safeguarding the critical role of IP rights in driving continued breakthroughs in standardized technologies.
“The Commission’s withdrawal acknowledges the broad concerns voiced by stakeholders across the global innovation community, including C4IP, and rightly protects the integrity of SEP licensing frameworks that underpin technological collaboration.
“We commend the Commission’s commitment to evidence-based policymaking and urge continued dialogue between inventors and policymakers to ensure that future proposals related to SEPs support global innovation, not undermine it.”
