Council for Innovation Promotion Applauds Introduction of the Copyright Labeling and Ethical AI Reporting (CLEAR) Act

WASHINGTON (February 10, 2026) — Today, Senators Adam Schiff (D-CA) and John Curtis (R-UT) introduced the Copyright Labeling and Ethical AI Reporting (CLEAR) Act, a bill that takes an important step toward enhancing transparency and safeguarding the integrity of intellectual property (IP) in the age of artificial intelligence (AI).

Frank Cullen, executive director of the Council for Innovation Promotion (C4IP), released the following statement supporting the bill’s introduction:

“C4IP commends Senators Schiff and Curtis for recognizing the urgent need to adapt IP frameworks to the growing generative AI space. This legislation would greatly help increase transparency by requiring disclosure of any copyrighted works used in generative AI training, allowing creators to seek appropriate compensation or other appropriate remedies for unauthorized use of such works. The CLEAR Act represents an important effort to support the creative community, technological progress, and the integrity of the U.S. IP system.

“As outlined in C4IP’s most recent government agenda, the time is ripe for policymakers to adopt IP laws that promote accountability and transparency in the rapidly developing AI field. C4IP looks forward to working with Senators Schiff and Curtis on this bill as it moves forward, particularly to ensure that AI developers face appropriate penalties to deter non-compliance.”
