WASHINGTON (May 26, 2026) — Today, the Council for Innovation Promotion (C4IP) applauded the reintroduction of the bipartisan NO FAKES Act in both the House and the Senate, which would protect individuals from unauthorized AI-generated imitation of their voices, images, and likenesses.
First introduced in 2024, the Nurture Originals, Foster Art, and Keep Entertainment Safe (NO FAKES) Act would establish a federal intellectual property (IP) right to control digital replicas in order to protect creators, politicians, performers, and other individuals from deceptive and exploitative uses of AI.
“The growing sophistication of AI-generated deepfakes underscores the need for robust, clear, and consistent federal safeguards,” said Frank Cullen, executive director of C4IP. “The NO FAKES Act is a balanced reform that protects individuals from harmful digital replicas while recognizing the value of legitimate AI use.”
The updated version of the NO FAKES Act, which includes additional safeguards and liability exclusions for libraries and research institutions, was introduced in the House by Representatives Madeleine Dean (D-PA) and Maria Salazar (R-FL) and in the Senate by Senators Chris Coons (D-DE) and Marsha Blackburn (R-TN).
“By targeting unauthorized digital replicas while incorporating safeguards for lawful and socially valuable uses of AI, the NO FAKES Act will help creators and innovators maintain confidence in emerging technologies,” said Andrei Iancu and David Kappos, board co-chairs of C4IP and former Under Secretaries of Commerce for Intellectual Property and Directors of the U.S. Patent and Trademark Office. “C4IP commends Representatives Dean and Salazar and Senators Coons and Blackburn for their leadership in reintroducing this legislation.
