WASHINGTON (September 12, 2024) — Today, Reps. María Elvira Salazar (R-FL), Madeleine Dean (D-PA), Nathaniel Moran (R-TX), Adam Schiff (D-CA), Rob Wittman (R-VA), and Joe Morelle (D-NY) introduced the Nurture Originals, Foster Art, and Keep Entertainment Safe (NO FAKES) Act of 2024 in the U.S. House of Representatives.
This bill is the House counterpart to the NO FAKES Act introduced in the Senate this month by Senators Chris Coons (D-DE), Thom Tillis (R-NC), Marsha Blackburn (R-TN), and Amy Klobuchar (D-MN).
Frank Cullen, executive director of the Council for Innovation Promotion, released the following statement commending the House introduction of the bill:
“The NO FAKES Act is crucial for curbing the unauthorized use of AI to copy individuals’ voice and visual likeness. Actors, musicians, and other artists enrich our lives with their work — they, as well as all individuals, deserve protection against non-consensual digital replicas of their creative output.
A recent report from the United States Copyright Office emphasizes the need for lawmakers to quash the epidemic of unauthorized AI-generated content. The NO FAKES Act directly addresses these concerns by providing a framework for safeguarding individual ownership over voice and likeness, ensuring that AI is used ethically in the creative process — and holding accountable those who create and distribute AI-generated replicas without consent.
We applaud Reps. Salazar, Dean, Moran, Schiff, Wittman, and Morelle for introducing this legislation, which represents a pivotal step towards balancing innovation with the protection of creators’ rights.
