WASHINGTON (February 3, 2025) — Today, the Council for Innovation Promotion (C4IP) praised Representative Zoe Lofgren (D-CA) for introducing the Foreign Anti-Digital Piracy Act (FADPA) to protect American artists’ and creators’ copyrighted works from foreign thieves.
Frank Cullen, executive director of C4IP, issued the following statement in support of the legislation:
“Overseas infringers frequently steal and distribute American artists’ and creators’ copyrighted material. FADPA would enable courts to block access to foreign websites that enable this theft, under appropriate court-adjudicated circumstances.
“Providing courts with this authority would deliver significant benefits for America’s economy. Global piracy costs America up to 560,000 jobs and robs our content production industries of up to $71 billion in revenue each year. Reducing foreign piracy would bolster the U.S. economy and strengthen our entertainment industry, which brings happiness to countless people here and around the world.
“C4IP commends Rep. Lofgren for her leadership in addressing this longstanding problem. We look forward to working with her to ensure that this bill does not inadvertently immunize companies that currently turn a blind eye to ongoing digital piracy. We believe that with some refinement, this bill has the potential to be a significant step forward in safeguarding some of America’s most valuable intellectual property rights.”
